TURKEY – Update on Residence Permit Process

The Migration Directorate has recently introduced changes to its rules for short-term (touristic) residence permits, with the stated aim of limiting the number of foreign nationals illegally engaging in work while holding these permits.

KUWAIT – Restrictions for Foreign National Engineers, and Diploma Holders Under 30 Years Old

Effective immediately, the Public Authority for Manpower (PAM) requires engineers applying to renew or transfer their residence permits to present a No Objection Certificate (NOC) from Kuwait Engineers Society (KES).

PAM has also issued the decision that, effective 1 July 2018, foreign nationals under the age of 30 will not be allowed to obtain a work permit in Kuwait if they hold a university degree (diploma, bachelor’s, master’s or PHD).

BRAZIL – Relaxation of New Police Clearance Requirement for Residence Renewal Applicants

The Ministry of Labour has issued a Technical Note stating that current resident visa holders applying for residence renewal in Brazil are not required to present a legalised and translated police clearance certificate from their country of residence covering the last five years. Instead, these applicants must provide a certificate of criminal record issued by the Brazilian police.

SINGAPORE – Changes to Foreign Workforce Policy Announced

The Ministry of Manpower has announced upcoming changes to its foreign workforce policy, including an expansion of the Fair Consideration Framework job advertising requirement for Employment Pass (EP) applications to include more companies and more positions, and an increase in the minimum salary requirement for S Pass holders.

CHINA – Upcoming Change to Work Permit Renewal Deadline

The State Administration of Foreign Expert Affairs (SAFEA) has announced that, effective 28 February 2018, all work permit renewal applications nationwide will have to be submitted at least 30 working days before the expiry date.

Those who fail to comply with this new deadline will be denied renewal, and will have to apply for a new work permit.  Currently, there is no national rule establishing a deadline for work permit renewal application submissions.

CHINA – Shanghai Exit-Entry Bureau – Planned Closure for System Upgrade

The Shanghai Entry-Exit Expert Bureau will suspend all immigration applications between 22 and 25 December 2017, as the national immigration system undergoes an upgrade.

Please note:

  • During this period, the Bureau will not accept any new or extension applications or issue any permits via its headquarters, branches, self-service spots, on-line service or WeChat;
  • For already submitted, pending applications, processing time will be prolonged by 8-12 working days;

Action Items

  • Applicants for work and residence permits and visas, and their employers in China, should allow extra time for applications to be processed.
