FRANCE – New Temporary Residence Permit for Talent Passport Visa Holders

Effective 1 March 2019, talent passport (“passeport talent”) applicants who have been issued a three-month D visa will now be issued a six-month temporary residence permit (“Autorisation Provisoire de Séjour” or APS) on application for an initial residence permit, post arrival in France.

RUSSIA – New Obligations for Inviting Parties

On 16 January 2019, Federal law of 19.07.2018 #216-FZ came into force, imposing new obligations on companies which invite foreign nationals to Russia from visa-required countries (this includes visits on work and business visas).

The law obliges legal entities and persons who invite foreign nationals to undertake measures to ensure that the invited nationals comply with the declared purpose of entry to and timely exit from Russia.

However, as of 16 January 2019, the government of Russia has not yet established the list of such measures and the rules for undertaking them.

PORTUGAL – EU Directives Will Take Effect 1 October 2018

Decree Law no. 9/2018, published on 11 September 2018 and effective 1 October 2018, implements the latest amendments to the immigration law, which in turn were published on 28 August 2017.

As we reported here, the 2017 amendments to the immigration law transposed several European Union directives into Portuguese law:

RUSSIA – New Address Registration Rules [UPDATED]

RUSSIA – New Law on Counter-Sanctions Does Not Directly Restrict Immigration

Effective 4 June 2018, Federal Law No. 127-FZ “On Measures of Affect (Counteraction) in Connection with Unfriendly Actions of the United States of America and other Foreign States” authorises the government of Russia to impose responsive restriction measures on the US and other foreign states at the President’s decision.

The final version of the law does not specifically stipulate the possibility of imposing a ban on the employment of foreign nationals. This may indicate that such a ban is not being considered among the most likely responsive measures.
