EUROPEAN UNION – Apostille No Longer Required on Public Documents Issued by EU Member States

Under the Public Documents Regulation (EU) 2016/1191, effective 16 February 2019, an apostille (authenticity stamp) is no longer required when presenting public documents issued by the authorities of one EU member state to the authorities of another EU member state.

In addition, EU citizens are also no longer required to provide an official translation of their public documents in many cases – instead they can request a multilingual standard form, available in all EU languages, to present as translation aid attached to their public documents.

AUSTRIA – Authentication of Diplomas Now Required for Initial Red-White-Red Card Plus Applications for Dependents of Red-White-Red Card Holders

Effective immediately, university diplomas and school leaving certificates submitted in support of initial Red-White-Red Card Plus (RWR Card Plus) applications by dependent family members of Red-White-Red Card (RWR Card) holders must be legalised and then authenticated under the ENIC NARIC framework.

Previously, ENIC NARIC recognition of university diplomas was not required for these applicants.

GUATEMALA – Legalisation of Documents Waived Under Apostille Convention

Effective 18 September 2017, the Hague Apostille Convention has entered into force in Guatemala. Guatemalan documents for use in other signatory countries, and documents from other signatory countries for use in Guatemala, will no longer require consular or embassy legalization, if they have been affixed with an apostille.
